Yeah, a lot of places sell thin rain jackets that purposefully fold-up or something like that. I have some such jacket from American Apparel. Built-into one of the front pockets, there is an elastic belt with a little plastic buckle. Look around a mall (or online) with major department stores and I'd think you'd find one. REI would certainly have it.
