adjustable cup torque for sealed-cartrige BBs

I would like to ask what people know about the torque specs for the adjustable cups on typical sealed-cartridge bottom brackets. It seems to me they might be somewhat delicate, but I am not sure and the installation instructions that came with mine [link] say to use a torque of 70 Nm on the fixed cup and 35 Nm on the adjustable cup. Usually when I install a bottom bracket, I put the fixed cup in and torque it, put the drive crank on, torque it, then move to the other side torquing the adjustable cup while swinging the drive crank until it doesn't quite swing like a pendulum anymore -- I take it this is when the bearings start to bind. With the BB I just installed I tightened the adjustable cup well but likely not to 35 Nm when I heard a small click and the drive crank stopped having much free play movement. I just backed it off from there and retightened a bit less and hopefully no damage was done and it's tight enough to stay in while riding. Is this how other people approach this? Also, does anyone know where to find a tool for this bottom bracket as the one I have doesn't have a socket connection to fit a torque wrench?
