No one I've talked to or read in PDX has offered any hope that my neighbors up the street are seeing any significant increase in cycling from the 6% it has been stagnated at for six years. On the contrary, there is palpable concern that the momentum is negative, thus the formation of groups like Bike Loud PDX. If there has been a sudden explosion of people riding bikes in PDX, it's news to the folks who live there and nearby.
