I'd ride it stock for a while just to see if you enjoy the ride. Or if you're itching to do the conversion, swap the bars and the levers first and get the fit how you like it. Ride it around for a while to see if you want to devote more parts and labor to it.
Yes on the tubing. Good advice on swapping the bars first and ride it around. I'll polish up the paint and see how it looks but it's got a lot more scratches than just the fork and I'm not exactly in love with it.
