As explained above, there is nothing inherently wrong with high tensile steel, one of my favorite bikes has a hi-ten frame.

There is one caveat however, inspect the welds on the prospect bike to ensure they appear to be properly done. The problem with a "cheap" bike can be in the workmanship and not the material it is made of.
