If they built wheels that went out of true after 600 miles and now go out of true every week (100 miles???), I wouldn't call charging you $20 for truing them a "favor". They need to detension and retension them, possibly even rebuild them with different spokes. And they should be doing it at no charge. That's simply a bad build.
They did not build the wheels it was off the shelf. But they made sure all was good before i left with it and i was about 30lbs heavier at that point.
