If it was like that from the start, you have been sent a bad wheel and it should be returned.

But wheel wobble can come from different places. Wheel can be out of true. Rim damage/uneven spoke tensions shifts the rim sideways.

Bearing adjustment can be (way) off, allowing the hub to tilt on the axle.

If you decide to DIY, you need to figure out which it is.

Bearing adjustment USUALLY requires special tools - cone wrenches. Look up "cup & cone bearing adjustment". If you don't have, don't feel inclined to get any - DON'T attempt to adjust bearings. You are almost guaranteed to do further damage.

Wheel trueing isn't that hard if you're patient and willing to settle for "better" or "rideable" rather than "perfect". But here too it's possible to mess things up.
36H wheels are usually quite tolerant, but even they do need the spoke tension to fall in a certain range.
If you don't think you'll be able to hit that range, by feel and experience, or by measuring, don't attempt trueing. Again, more damage is likely.
