A few years ago I saw a woman lock up an older Trek road bike outside a market. She used a cheap chain. I locked my bike next to her and went to get a paper at a c-store. As I was walking back towards the market I saw a guy riding away on the bike she had just locked up. He looked like a tweeker or pill popper. Had a small gym bag in his hand, probably to conceal his cutting tool. My guess is that the guy was casing the bike racks (lots of people ride there to work and shop) waiting for someone to lock up with a cheap chain. Did you and the woman report the theft to the police? Thieves tend to be repeat offenders so I wouldn't be surprised if the guy you saw would be known to the police if they were given a description. If so they might have been able to recover the bike and prosecute the thief.
