Low end + needs work = about $75 around here. Looks to be from the mid 1970s to me. Search "Raleigh bike catalogs" or "Raleigh serial numbers" and you might be able to pin down the exact year.

No, the bike is heavy steel. Says so right on the seat tube decal: "high tensile steel tube".
