I am in Ft Laudy and yes, I have been to Piccolo's Velodrome many times.
I'm too old and broken down to race but they have a free beginner nite on Mondays that I've gone to quite a few times. It is a lotta fun but haven't gone there for over a year cos they put a couple in charge of it that I know from elsewhere and don't much care for. I can't tell you if it goes on all year but their racing season is coming up soon anyway.
The bike I ride today actually came about from a trip to Piccolo with my kid 20 years ago but story behind it is TL; DR to post here so some other time
