Sure there are things you can do to game the system. You can drive it in a car (at some sort of a fast but almost-believable speed.) You can ride the segment in a pack, and sprint off the front to finish. You can wait for a tailwind day. You can use an app to make you look faster than you are; I don't know what it's called - KOMinator or something. Anybody who creates a downhill segment deserves to have it dominated by a local lowracer rider.
One interesting feature in Strava is that if you are riding in a pack with anyone else recording a ride on Strava it will show those riders along with you. So unless you are the only one using Strava it makes it harder to cheat.
This whole area of cheating on Strava is a curious thing to me; I really don't get it.
