If that's the worst hill you're going to climb, I think your gearing is very nearly ideal. You could use a cassette with a 32, but then you'd have wider spacing of gears that you'll likely use much more frequently than the 32. It's all about trade-offs, but I think you're okay as is. Practice spinning at faster cadences, say > 100.
He'll need to be a very strong rider to turn the pedals over at 70RPM on that hill. 'Spinning' not required or possible
