1upUSA racks are very, very well rated. They're not cheap, but they seem to have thoughtful design and quality construction in the USA.

They also angle upwards from the hitch (for more clearance; important on a long wheelbase motorhome or for off-roading in the Jeep), but tilt back if needed for access.

You'd have to ask them if their rack sticks out far enough to clear the spare tire on the Jeep.
