I would try a little polishing compound, don't rub it very hard just enough to clean what you can...you do not want to cut through the paint.
If you are lucky a lot of it will come off, after that good quality paste wax....if it were mine I would not clear coat it wax is all you will need...do it once in awhile as service.
Mondia's are nice and short of a high dollar respray I don't think it would be worth it ... remember it has a great look and is only original once. Enjoy it you almost got it for free....after all it's a bike.
In my opinion is that its the nicest of the bunch.
