From what I read, the Op wants his luggage to look smart but his bike to be safe at the station. No need for it to look smart. I say buy a purpose specific case and don't try modifying it, just put it in a dumb container on the bike.

To get clear:
- Yes the luggage transporter needs to look scruffy if anything.
- However when I arrive at work/business meetings the luggage needs to look attractive.

The dumb container isn't a bad idea. The problem I have with it is that if it is large and permanently attached to my bike, it be annoying. Its air resistance will slow me down on my downhill run into town, and get in the way with stationary traffic. I would probably need to strap it into place too to stop rubbing on my smart 'rolling' / 'carry-on' luggage.

Hmmm.... OK I guess I could have a large box that I could detach fairly easily so that I could leave it at home on times when it's not going to be needed. Maybe that's the answer. I need to ponder on this and revert.
