If so yes this would work - sort of. The main problem is that the weight would be very lopsided and potentially stick out rather a long way on one side of the bike.

I still find it surprising that nothing is commercially available to go on a pannier rack AND have its own wheels, but it is beginning to look like such a thing is not commercially available.
Been doing this for years. Mounting system is removable. What you will "destroy" is the "aluminum" case by doing tiny holes into it attaching the mounting system. Use screws to attach it to wherever you want to.
