It's simple math. Dividing the chainring teeth by the cog teeth gives a ratio, which you can multiply by any cog to get the equivalent chainring size (after rounding). So 46/16 gives 2.875, if you wanted to use a 15T cog instead, multiply those two and get 43.125. 43T, bam.

For my fixed-gear, I permanently have a 16T and 18T installed on the flip-flop hub, and I switch between a 42T chainring in the winter and a 45T chainring in the other three seasons. So by using 42/18 in the winter and 45/16 the rest of the time, I'm able to keep using the same chain year-round.
