For whatever reason it was SOP for decades for rear brake reach to be longer than front. Typical brake pairings were 610/750 front/rear. There's probably a logical reason of some sort, but reasons don't matter, the fact is enough.
Maybe they gave the rear less leverage to better balance with the front. (less easy to lock up and skid the rear tire)
