I've seen other photo's on the net and it appears those are original handle bars (or quite the coincidence as they also have the same stem).

Question: Does it seem realistic that it could come with a double crank set yet no derailer? There are no marks on the frame where one may have been. I added one for a while by DIYing a cable stop for the guide but took it off and just move the chain with my foot when I need to. I was thinking of replacing it with a single ring to make it more period correct but now wonder if that's the way it came?

Some front derailleurs had built-in cable stops, so it might have had one of those at some point (with a full housing run from shifter to FD), and somehow it didn't mar the paint at all.
