Thinking about this again. Another possibility. Perhaps the driver, intending to turn right into the school 1/2 mile ahead and not being in a hurry, decided to just cruise along hanging well back of the cyclist until time to turn, oblivious to the traffic backing up behind them.
Maybe they were 96 years old and that's just as fast as they ever drive.
