No, that is not what "bicycle driving" means... and you know it. Bicycle driving is a coined phrase for vehicular cycling... and vehicular cycling is riding a bike in a manner as one might drive a car... or really, more accurately, a slow motorcycle... in traffic and with traffic... perhaps best described as "acting and being treated as the driver of a vehicle."
The items I mentioned: "cycling infrastructure, restrictions on driving, and not depending on sharing the road" are items that are typically done to improve cycling modal share, and thus are not part of the purist definitions of vehicular cycling... the latter, which requires none of those things I mentioned.
BTW I am not sure who coined the phrase "bicycle driving." I seem to remember that it came here with Helmet Head... but I don't know where he got it.
