Luckily at sea level, we can ride year round and not face more than a few days in the 30s. If it becomes a dry winter, like Jan - Mar of this year, partly sunny and 50s makes for a most refreshing 'winter' ride. (but then I die when the temps hit the 90s).
As for a fantasy winter cycling destination - how's Sicily? With the popularity of Vicenzo Nibali, I have heard, it's becoming quite the winter cycling location - warmer and less expensive than Italy's more northern and renown territories. Or some locations in southern Spain/Balearics; Ibizia, anyone?
