I pack my rear panniers with the "go", bike clothes and gear, on one side and; the "stop" , street and camp clothes on the other. Being it is hard to identify my left and right panniers at a glance; I identify the with a red zip tie on the the "stop" pannier, and a green zip tie on the "go" pannier. Also, the mounting for the red zip tie pannier is set up for the port side and the green zip tie pannier is set for the starboard side. This helps when looking for something, packing, or clipping the panniers on the bike.
not so hard to identify...a bike's like a ship, as your facing forward (front) Portside (Left), Starboard (Right). Even if your standing next to it facing the rear wheel, sides are always based on where the bow or front is.
How about this then...'right side' is crank side, the opposite is 'left side'. That would be pretty universal I think.
