They sure make it easy to mount fenders and change tires, though.
Those are Centerpull brakes, and yes, they're pretty great for fender clearance.

You can have bosses mounted to directly to your frame just like for cantilever/v-brakes, but in a higher location that is specific for centerpulls. Compass sells a high-end set of centerpulls that only works on frame bosses.

HOWEVER

You need to discuss these options with the frame maker. I understand that Bob Jackson and Mercian are very traditional and not as willing to try new ideas as some younger frame shops. For example, neither will do 650b wheels.

So, if you want a Bob Jackson Vulcan with non-traditional features, you'll have to convince BJ.

There are many US frame builders that would be happy to make you a custom lugged rando, but maybe not with those Vulcan stays. Mitch Pryor was mentioned earlier in this thread, and Peter Weigle is another fine option.
