When looking at this kind of statistical data, one has to factor the difference between the total numbers and the rates.
If more people participate in any activity, the total number of just about all consequences will rise. OTOH, if the same number of people participate, but things are safer, than the rate of accidents will decline. So it's possible for the total number to ride at the same time as the rate (accidents/injuries per person) lowers.
