Yes, it is normal for just about any modern road shifter. It is called a trim position and it allows you to cross chain without a ton of noise from the chain rubbing the derailluer. You should also have a trim position for the small ring accessed by slightly pushing on the brake lever.

You should be able to push the small lever far enough to skip over the trim position, though.
