What a pile of self-righteous bullcrap. Most often, the people I see riding at night without lights are guys working 2nd or 3rd shift, minimum wage jobs. They're lucky they can afford a POS bicycle from Wal-Crap, much less lights, helmets, and whatever other crap you think you need to be safe.
Sure, they'd probably use lights if there were the capacity for one. Better than that, they'd drive a car if they could.
