The fact if, STI shifters are expensive, and any bike with working STI shifters is going to have a base market value higher than a bike without, because of the market value of the shifters. The Blue Book does not take into consideration the market value of the component group. You could strip the frame of that bike and sell the group with wheels for $300-$400 (with working shifters). So the value of the bike can't be $145.

If I were you, I get $200 in cash and go see that bike RIGHT NOW. If it fits, and everything works, make an offer of $150. You can try to make a case based on the valuation from the Bicycle Blue Book. Be willing to pay the $195 asking price, if the Seller will not budge, if the bike fits, and is in the excellent condition in the photos.
you can get a brand new 11 speed group set without wheels for $360.... I agree with your value of a bike with brifters but not that high for that groupset and wheels.
