Off the top of my head I'd say look into a Worksman. Durability and easy maintainance is their specialty. The frame is a bit heavy but that's what makes them last through rough conditions. Probably fat tires would be better for the conditions. Worksman uses standard parts wherever possible so you can scavenge if there are any other bikes to scavenge from
