Yeah, that's the part I don't get. If you quit or are fired for cause, I can see them having the right to be able to restrict your ability to take their secrets to a competitor, but, when you are laid off, that implies they don't need your job function anymore (or are unable to pay for you to do it), so they shouldn't be able to restrict your ability to work.
