The ball tracks on the cones and cups will dictate much of how a headset will feel. The pictured retainers show fairly consistent shine with the rh one being maybe slightly more dulled. Might have been the lower retainer... But without knowing the condition of the rest of the bearings elements We can't say much, except what jyl posted. Reassemble and make a judgment by the results.
