How bad is badly? My guess is that chainstays get more tensile (pulling) stress than lateral or compression stress. Welding a plate onto the stays is of dubious reinforcement value and will probably compromise the heat treatment of the tubing.

Frame builders routinely dent the right chainstay to make clearance for a large chain ring. This doesn't compromise strength at all.
