While there might be a slight increase in aerodynamic drag by going to front panniers, the amount of increase isn't that great, especially during acceleration. Drag is low as slow speeds anyway. I suspect that you are correct in thinking that it is more psychological than physical. I've been using front bags for 30+ years and don't notice any significant difference in speed nor acceleration.
