That frame has had a front-end crash. There can be additional damage too.
I'd probably ride it, but I wouldn't invest any significant money in it. I.E. rattlecan paint job, whatever spare parts you have laying around.

In particular, once one gets further into the thread, it becomes obvious that the OP had identical damage to what you have. And, his failure was through the head tube, not the TT/DT.
Also carefully inspect the fork for damage.
As far as tubing, do you know what type of tubing your frame had? Brand/Model? Get a good caliper and measure your tubing.

Or, you can get 0.035" wall chromoly (4130) tubing from your local metal supplier.
I saw a Benotto frame recently with a similar bend. I should have pushed the seller for a good price in it so I could play around with it. It is hard to say what the longevity of the repaired frame will be. I don't know if you should also replace the headtube.
