I had a Raleigh Pro frame with a similar bulge, kind of like a frown on the back side of the head tube. I took it to Frank the Welder to check the alignment, and we decided that it had likely suffered a front impact trauma while on a roof rack at some point. Still, the front end measured out fine though the rear took some tugging to get it aligned.
