Now there are some options!

The Trek FX is a hybrid bike that comes in many levels of finish(component quality). I have no idea which is which since I ride only 90 and earlier bikes. What little I can add is that the FX is an incredibly popular hybrid because of the mix of quality and pricepoint. The geometry will be more upright than a road bike, for what its worth. You could probably swap the shifters/brake levers onto a butterfly/trekking bar for $20 and get more hand positions. Nashbar Trekking Mountain Bike Handlebar
The Cannondale is a really nice bike. Its also 15years old. While I linked some bikes earlier that are 30 years old, the components are simpler too. The Cannondale has really nice components, but those Ultegra STIs cant be replaced with Ultegras if they break. You would need to replace them with lower quality since the speed(8, 9, 10, 11) must match and Ultegra is now an 11speed component. That all may not mean much to you in which, perfect.
The gearing wont be great, I don’t think. Itll probably be a small ring up front of 30 and a 32 tooth rear large cog. That ratio wont be great and could make riding up hills tough when loaded down with weight. The small chainring may not be able to go smaller, not sure as that depends on what type of crank.

The Novara Randonee is also a really nice touring bike. Its more entry level than the Cannondale, but is still very good. The Randonee seems to change year to year a great deal. One year it has bar end shifters, a previous year it has STI shifters. One year the gearing is good and a previous year the gearing isnt ideal. Looks like the ’08 version has road bike gearing that could make riding up hills difficult, for the same reason as the Cannondale.

That said- bike gearing can be changed if you find you need it do be different.
The Cannondale is WAY overpriced right now, even with those panniers. I see at least 2 of the panniers are Axiom, and they look like ones I have(Seymour DLX 45L). Good, but only $75 new. Point being, it’s a nice add-on, but not if it actually makes the price a lot higher.
$650 would be much better.
The Randonee is well priced, assuming it doesn’t need new tires(can easily cost $100 for pair) and any work. Maybe a little high, but if it fits, is $50 worth walking away from?

If you are looking to spend $700 for a bike, Fuji Touring Road Bike - 2016 this is $730 and has a really good crank, derailleurs, and good shifters.
Nashbar TR1 Touring Bike this is an entry level, but would be new. Suffers from the whole gearing issue of the Cdale and Novara mentioned above.
