Most of my fleet are Peugeot and the ones with adjuster screws have them oriented this way.
On reflection I think this way is better . Allows for fiddling after the fact.
the older huret adjusters are done this direction, by necessity. dropout adjuster holes are unthreaded and the screw goes into a plastic nut which acts as the stop. (iirc!)
