Having no experience fitting time trial bikes, I'd suggest visiting a shop or two or three to get sized on some frames. Then I'd go through the online catalogs to compare these bikes with the Scott. The key measurements will be stack and reach.

Your build indicates a long reach to accommodate your torso and short stack for your long arms. These can be accommodated by juggling stem length and rise (or drop) and saddle setback, but balance over the bike and its affects on handling and power will impose some limits.
