You may want to consider the SKS Velo models available for any width/diameter wheel. They engage a steel L bracket installed at brake bridge and fork crown. That bracket can be left on during temporary removal They are stiff enough to make dropout struts optional. I don't use the struts on mine. My rear fender passes close enough to the rack to support it from above with with a wire tie. The rear fender does not wrap around the wheel far enough to protect a companion rider behind but that's not an issue for me.
