The focus of this discussion is the "Nearly 1 million bikes recalled..." part of the headline. Everything that is mass manufactured will suffer some failures and design mistakes do happen. But "no-name Chinese OEM selling through ebay" is not going to issue a full-scale recall of their product over a single failure. At best, they'll quietly rotate their frame supplier for that model and if it's bad enough, their retire the particular "brand name" they are selling under and make up a new one.
