my guess is that most, if not all, people are just guessing at what constitutes quality control, vis-a-vie bike frames, both foreign and domestic. but i CAN say i've never bought one that didn't meet my expectations. can't be said of the produce i buy at Safeway though. particularly watermelons... now there's a crapshoot.
