Bikes: Velo Orange Campeur, 1976 Motobecane Grand Touring

I use a Jandd Extreme front rack. It is lighter than the Surly and has a solid top. My LBS has one in stock that he hasn't been able to sell. I can probably get it for under $40 if he still has it. Let me know if you're interested.
