What size of wheels on your DLHT? If they're 26" you might consider just a front rack with a platform and panniers that can be adjusted for a far back position overlapping the forks a little. I find low riders and 26" wheels too low for resting near some curbs and the few inches higher position isn't as important as getting the bags in line with the fork. I found with my 26" LHT and an OMM Sherpa rack I've got a very solid and light rack able to carry much more than I ever want to ride with. The rack attaches at the drop out, mid fork and cantilever bosses. I have it set up to mount on fork eyelets instead of the quick release as intended. I believe it's meant for discs , not completely sure.
Low riders are wonderfully stable and having an easy on/off attachment seperate from what's on the rack is very convenient especially on the rear where top rack loads are significant.
