Scenario #1 is a car passing me in a parking lot when there was a stop sign 100' back, and another 100' ahead. He had such little room between me and the stop sign he couldn't get back in the proper lane before the stop.

Scenario #2 is a driver pulling out from a shopping plaza to a busy road while I have the right of way, potentially causing an accident by trapping me in a 45mph 6 lane intersection. I could have tapped on my brakes and had both of us stuck in that intersection, or continue forward like I did and at least get myself out of there.

They are not even close to the same situation, but nice try.
