You
do have a vintage racing bike, really. It's a vintage bike someone converted to racing . For whatever it's worth, they started producing bikes badged with 'Nice' (and other French city names) in the late 80's, start year for 'Nice' was either '86 or '87, I forget. Like I said, I have an '87 Nice and it's a damn nice bike. Is it a PX, PY or PV? No. But it rides lighter than it feels, and they typically shipped with fully indexed shift setups, it's very comfortable, responsive, quick.
FYI only, the reason I'm saying this is a '91 is because of the Y### under the bottom bracket. This started in the mid-80s IIRC and normally follows the format of YABB where A = the second digit of the year (6 = 86, 1 = 91 in this case I think) and BB = the month of manufacture. Depending on what original hardware is still on the bike, you could possibly confirm that by looking up the date codes on assorted pieces of hardware.
