Your Peugeot is more than decent. It is built with HLE tubing which is a Peugeot brand of mangalloy steel that is inexternally brazed. As mentioned earlier, it was originally a town/touring model and will serve you well in either format. Yeah, like I mentioned earlier: I love it and I will enjoy it, definitely will ride it 'til it dies. I'll learn a lot on the way! I'm thinking of leaving it with the same concept it has now with a few minor "touring" changes. I'll probably take advantage of that tubing and run wires for a headlamp and try and adjust one in the back (Don't wanna to pay that 60€ fine) Do you think battery powered lamps would be a better fit though?

Like others have said for $60 you got a decent bike. It isn't all original but it will probably ride and function just fine. Now...before you spend a bunch of money on it - make sure it fits. Secondly, make sure you'll be happy with your bike as it sits. If you are...great, get it ready to ride and take off. I'm keeping it. No doubt about that. I have been riding it without making any changes and I'm pretty impressed of how light and nimble it is. My girlfriend is visiting so she'll use the City Bike and I will use this one and kinda test drive it.
It's actually a better fit than my Hercules. I'm 1.85m (6'1") and the frame is 60cm so it's really perfect. The bike has some low end parts which I don't trust too much, so I'll go ahead and replace those parts with "middle end" parts for my own safety but without breaking the bank (considering it was $60 as is)

When I lived in west Los Angeles my next-door neighbors were collectors of 1950s through 1960s American cars, and they always needed to have a beater or two to preserve the good (or merely rare) stuff.
Yep, I have a new job right now which pays a little more than an average "student job" so, with a little bit of effort and saving I'll get that good stuff in the future
