I agree. It sounds like something you must do rather than want to. But it is in fairly common usage to mean someone who does chores with a bike. Like taking the kid to the park, getting groceries, doing the laundry. China and Africa have a lot of utility cyclists. In the end it is what it is. Certainly there are many bad connotations. He lost his license, now he is a utility cyclist. It is interesting that there is a distinction between being a commuter and being a utility cyclist. Seems like a person could wear many hats and be many different kinds of cyclist, I certainly fit many, but I'm not a trackie, fixie (yet) or car freeie. Maybe I am elitist, but I think that there are some negative socio-economic connotations associated with being a utiltiy cyclist, just like being a roadie or spandex head.

Here is a cool term -- Uticyclist. Looks better written than spoken though.
