It would be very odd if the true sizes were 23, 25 and 27". People did tend to ride larger frames then, but not that much larger!!

If you subtract the 1" up-stand for the seat tube clamp, 22/24/26 makes the virtual C-T sizes 21", 23", and 25". IOW bog standard.
