1-Go to a bike shop and ask if they have any take-offs for sale. They often upgrade shifters and many shifters sets came with the DT boss stops. If they show you some in a green baggie, they're from a factory kit. Otherwise, they can run from "here, take 'em," to "that will be 29.99." Depends on the shop.

2-New or Used, they can come from Origin8, Wheels Mfg, and of course, Shimano or Campy. Amazon or eBay can have a set to your door fairly quickly, fairly cheaply.

Not as big a market for them now that most new bikes have adjusters or stop built in, and a lot of newer road bikes run the cable housing all the way from shifter to derailleur. Which means you save money on cable stops but pay through the nose for extra cable housing.
