A lot of those really cheap fixes are made out of hi ten steel. They are really heavy and don't have great ride characteristics. If you go that route consider a Kilo TT from bikesdirect, a little more expensive but much better quality. But at $3-400 I bet you can find a decent used bike on Craigslist
